Duties:

This position reports to the Manager of Ontario Works. The Program Integrity Specialist is a senior-level position within the Ontario Works Program responsible for supporting program accountability through complex eligibility reviews, fraud investigations, financial audits, and detailed case analysis. The position conducts in-depth client interviews, reviews third-party information and income records, assesses uncertain or complex eligibility matters, and ensures findings are thoroughly documented in accordance with legislative and program requirements. The role also supports legal and appeal-related processes, including preparation of materials for Family Court, the Social Benefits Tribunal, and potential fraud referrals, requiring advanced knowledge of the Ontario Works Act, regulations, directives, and program delivery practices

 

Work Performed:

  • Ensure the effective and efficient delivery of Social Assistance Programs through comprehensive eligibility assessments, fraud investigations, audits, and data management.

  • Conduct in-person, phone, and virtual interviews at the office or community locations to assess eligibility and complete required documentation in accordance with applicable legislation and directives.

  • Investigate allegations of fraud, conduct audits, reviews, and prepare detailed reports for hearings and external agencies such as the Social Benefits Tribunal, Ontario Court of Justice and Ontario Superior Court of Justice.

  • Determining overpayments and arrears, executing legislative and ad hoc corrections, managing a caseload, and maintaining accurate data entry in program systems.

  • Supports program integrity and compliance while ensuring timely and accurate service delivery to clients.

  • Collaborates with colleagues and community partners, including making and receiving referrals to community resources, internal staff or other City departments.

  • Requesting, reviewing, and interpreting third-party reports, maintaining access to various systems required to obtain these reports, and processing assignments as needed.

  • Reviews and maintains individual and departmental case records, files, documentations and statistics, to ensure compliance with established guidelines, legislation, regulations and directives.

  • Supports the delivery of Social Assistance programs by advising case workers and preparing training materials that directly impact program integrity.

  • Assists in maintaining a healthy and safe work environment.

  • Will perform other related duties as required.

Qualifications:

  • Community College Diploma (2 years) in Social Service Work

  • Minimum 3-4 years of Ontario Works case management experience, including administering OW legislation, completing applications, financial audits and complex eligibility assessments.

  • Valid Driver’s Licence (Class G).

  • Testing will form a part of Qualifications

 

Specialized Skills, Abilities, Training, License, Memberships, or Certifications

  • Knowledge of related Provincial legislation, policies and procedures including the Ontario Works Act, Regulations and Directives, the ODSP Act, Regulations and Directives, the Housing Services Act and Regulations and the Residential Tenancies Act and Regulations.

  • Knowledge of Ontario Works case management and eligibility review/financial audit requirements.

  • Successful Criminal Reference Check.

  • Experience administering Ontario Works legislation, regulations and directives in complex eligibility situations.
