Duties:

Reporting to the Manager of Community Facilities, the Supervisor is responsible for supervising the day-to-day maintenance activities for designated facilities, including supervision and scheduling of maintenance staff and maintenance contractors.

 

Work Performed:

  • Plan and supervise the maintenance activities of the corporate facilities and ensure that facilities comply with safety, electrical (Ontario Electrical Safety Authority), plumbing and mechanical system requirements and other applicable legislation, and taking necessary action to resolve non-compliance as appropriate.
  • Provides supervision to maintenance staff, including performance review and planning, training and development formulation, problem solving/dispute resolution, discipline, and safety.  
  • Plans, supervises, inspects, and schedules the overall maintenance operations of facilities including interior/exterior maintenance, painting, cleaning, equipment/machine repair, carpentry, plumbing, electrical, and HVAC equipment work and repairs to facilities and equipment. 
  • Manages day to day departmental administrative functions including preparation of work schedules and time sheet authorization for maintenance staff, records management, invoicing, budget monitoring, reporting, and payroll activities. 
  • Administers and coordinates maintenance contracts for plumbing, electrical, locksmiths, carpentry, masonry, elevator service, and HVAC service, ensuring compliance with City of Stratford standards and government regulations.
  • Utilizes software to track internal and external work orders to provide maintenance and contractor expense reports for facilities.
  • Prepares information for term contracts for the maintenance of equipment and contracted services including completing internal/external work orders and purchase requisitions and maintains an inventory of purchases of equipment and supplies designated for facilities. 
  • Purchases necessary facility maintenance materials and supplies as required and receives/signs for authorized supplies.
  • Oversees external contractors performing facility maintenance work and construction projects.
  • Assists the Manager of Facilities in preparing annual capital and operating budgets by recommending and preparing special reports as required, supplying information on, and recommending the purchase of maintenance equipment, repairs or improvements to buildings and equipment, and changes or improvements to methods, procedures, and policies. 
  • Assists the Manager of Facilities with staff recruitment procedures, and employee training.
  • Assists the Manager of Facilities with monitoring the approved City of Stratford maintenance trade contractors and completing contractor performance reviews during the contract term.
  • Completes required workplace inspections of facilities, addresses all identified workplace inspection hazards, and responds to and addresses any safety concerns as identified by the Joint Health & Safety Committee. 
  • Addresses all internal and external stakeholder service issues and enquiries including those from the public, staff, Members of Council, contractors, sports/user groups and special event organizers regarding facility maintenance conditions. 
  • Performs role in accordance with duties of supervisors outlined in section 27 of the Occupational Health and Safety Act (OHSA).
  • Perform other related duties as assigned. 

Qualifications:

  • A post-secondary diploma or degree in Building Construction Technology, Building Systems Engineering Technology, Recreational/Facilities Management, or a suitable equivalent. 
  • Three (3) years of progressive experience in municipal facilities, including supervisory experience in a unionized environment. 
  • Valid Driver’s License (Class G).

 

Specialized Skills, Abilities, Training, License, Memberships, or Certifications

  • Demonstrated leadership skills and the ability to produce the required results in a facilities operation.
  • Team management skills and the ability to coach effectively.
  • Skill and working knowledge of electrical, plumbing, carpentry, masonry, energy management, HVAC, and mechanical systems.
  • A professional designation in Systems Maintenance Technician (SMT), Real Property Administrator (RPA), and Facilities Management Professional (FMP) are assets.
  • Ontario Recreation Facilities Association (ORFA) professional designation in Certified Building Technician (CBT) is an asset. 
  • Proficient computer skills using a variety of Office and facility work management software products.
  • Extensive knowledge of the Occupational Health & Safety Act (OHSA) and Ontario Accessibility Regulations (AODA).
  • Excellent organizational, written, verbal communication, and effective customer service skills to deal courteously and effectively with user groups, contractors, the public, and staff.
  • Flexibility to work shifts, weekends, and holidays, and availability to respond to after-hours emergencies and special events as required.
  • Availability to rotate between departmental Managers and Supervisors to be the on-call emergency after-hours contact for the department.
