Duties:
Under the direction of the Manager of Environmental Services, the Supervisor is tasked with scheduling maintenance activities for the Water Treatment and Distribution System for the City of Stratford. This position ensures compliance with relevant legislation and regulations to deliver safe and efficient water to City residents and businesses. Responsibilities include overseeing and scheduling work for operations staff, liaising with customers on water-related matters, and serving as the primary Overall Responsible Operator (ORO).
Work Performed:
- Plan and schedule daily maintenance operations, supervising staff, performance, labour relations, work assignments, inspections, inventory, project management, and health and safety activities.
- Manage daily work distribution, quality inspections, and work-site monitoring performed by staff or contractors. Respond to emergencies as they arise including after hours.
- Coordinate with internal and external stakeholders to resolve service issues and inquiries, cooperating with Engineering Services and other departments when necessary.
- Administer the water quality monitoring process through oversight of all testing activities.
- Supervise the maintenance and repair of water systems and related services.
- Fulfill supervisory duties as outlined in the Occupational Health and Safety Act (OHSA).
- Assist in the creation and application of standard operating procedures and maintenance.
- Responsible for the implementation and execution of electronic work order systems and asset management for the water system.
- Assists with staff in maintaining the City’s Drinking Water Quality Management Systems (DWQMS) through ensuring documents and records are up‑to‑date and accurate, investigating non-conformances and implementing corrective action as required.
- Execute additional related duties as assigned by management.
Qualifications:
- Community College Diploma in Civil Engineering (3-year program) or equivalent education.
- 3-5 years of related professional experience in Water Supply and Distribution.
- Proven experience in staff supervision and ability to communicate effectively.
Specialized Skills, Abilities, Training, License, Memberships, or Certifications:
- MECP Water Distribution and Supply License (Class III).
- Valid Class G driver’s license
- In-depth knowledge of Ministry of Environment standards and the Ontario Occupational Health and Safety Act.
- Familiarity and good understanding of Ontario Drinking Water Regulations and Standards.
- Strong knowledge of SCADA systems considered an asset.
- Proficient in Microsoft Office Suite, Adobe software, and experience with Work Order and Asset Management systems is required.
- Strong written and oral communication skills and problem-solving capabilities.
